‘expresses its grave concern at, and condemnation of, the actions of the IRA and the MI5 security service detailed in the Spotlight programme on 9 June 2015; further expresses its concern at the continuing resistance to truth and accountability from paramilitary groups, state agencies, other organisations and individuals; believes that the legacy institutions, defined in the Stormont House Agreement, require the resources, powers, staffing and capacity to fully investigate cases from the past and to assess the themes, practices and patterns outlined in the broadcasts; calls for the legacy institutions to be set up as a matter of urgency so that victims and survivors are given real hope of achieving truth and justice in the near future; and further calls for a thorough and independent investigation of these matters and for the other wishes and needs of victims and survivors to be fully answered.’
