Question: To ask the Minister of Health, Social Services and Public Safety to outline the scoring matrix used by the Regulation and Quality Improvement Authority during inspections of care, residential and nursing homes; and how this matrix will change following the publication of the revised care standards for nursing homes in April 2015.
Answer:
As part of a regulation improvement programme, RQIA, has introduced a three point scale of compliance for all regulated services - fully met, partially met, not met. In addition, through its inspections, RQIA conducts an independent assessment of, and reports on, the quality of care in relation to three criteria: is care safe?; is care effective?; and, is care compassionate? The findings in relation to compliance levels and quality of care will be reported in RQIA's inspections from 1 April 2015. From April 2015, RQIA assesses compliance against the revised Care Standards for Nursing Homes.
