To ask the Minister of Finance whether existing Capital Borrowing powers can be utilised to cover voluntary redundancies offered by (i) Northern Ireland Civil Service; and (ii) arm's-length bodies.

Existing capital borrowing powers cannot be utilised to cover voluntary redundancy schemes without the express permission of the Treasury.
