To ask the Minister for Infrastructure when Development Control Advice Note 14 will be updated.

Answer:

While supplementary planning guidance DCAN 14: Siting and Design of Radio Telecommunication Equipment was published in April 2008, prior to the introduction of the contemporary two-tier planning system, the Department has clarified that it is regional in focus and is retained for use in the current planning system.

I recently brought forward new legislation (December 2020) revising permitted development rights for telecommunications development by electronic communications code operators and officials advise that the planning system can currently continue to facilitate appropriate telecommunications development. There are therefore no immediate plans to update DCAN 14, however the Department will keep the current legislative, policy and guidance framework for telecommunications under review.
