Question:
To ask the Minister for Communities what action she is taking to improve the rights of static caravan owners on caravan sites, including (i) the right to bequeath ownership of a caravan to a family member in a will; (ii) caravan purchasing rights; (iii) freedom of choice regarding insurance; (iv) fees demanded by site owners, such as in the event of the sale of a caravan; and (v) caravan-upgrading demands of site-owners.

Answer:
The Department for Communities is required by Section 4 of the Caravan Act 2011 to review Parts I and 2 of the Schedule every 5 years. Parts 1 & 3 of the Act relate to the residential sector and are the responsibility of the Department for Communities (DfC). Part 2 of the Act relates to the holiday sector and is the responsibility of the Department for Economy (DfE). The Act was last reviewed in 2016 and no changes were recommended.
It is the Department’s intention to review the Act in 2021 and preparations have begun to ensure the review is carried out this year at a date yet to be specified. The review will generate a better understanding of the issues you
have raised and whether the current legislative provisions remain sufficient.
