Question: To ask the Minister for Infrastructure what proposals she is bringing forward concerning the safe use of e-scooters on pavements, including with reference to vulnerable pedestrians such as those with guide dogs.
Answer:
The position remains that it is illegal to use e-scooters on public roads and public spaces here. Using e-scooters on public roads and public spaces in Great Britain (GB) is also illegal unless they are being used as part of a Department for Transport (DfT) pilot scheme. DfT is currently running e-scooter pilot rental schemes, in conjunction with some local authorities, with the aim of monitoring the impact of e-scooters on public roads and spaces, the environment and the safety of both their users and others. These pilot schemes began in GB in July 2020 and are due to end next March. They do not extend to Northern Ireland. I have asked my officials to monitor these schemes and once GB have produced an analysis of the outcomes, to provide me with a report. I will then be in a position to give consideration to the potential use of e-scooters and their legal position here. It will be important for me to consider the potential environmental and health benefits that these types of vehicles can deliver while also being very mindful of the safety implications their use may have for both the rider and wider public, including vulnerable pedestrians such as those with a vision impairment who may be accompanied by a guide dog.
