Question:
To ask the Minister of Finance how he intends to use building control to help achieve Net Zero.

Answer:

Building control is a responsibility of district councils.

My Department is currently consulting on proposals to amend technical booklet guidance to the Building Regulations energy efficiency requirements for new buildings. Proposals include measures to support a fabric first approach and improve the emissions performance, leading to a likely inclusion of renewables in most new buildings.

The consultation closes on the 19th December and I remain hopeful of publishing new uplifted guidance within the current mandate, if possible.

My Department’s ambitious provisional programme proposes further phased uplifts in 2022/23 and 2026/2027, to further address these issues which will make a significant contribution to reaching Net Zero.
