Question: To ask the Minister for Communities to (i) provide an update on the roll out of changes to the Common Selection Scheme; and (ii) detail when a review of the intimidation points system will take place.
Answer:
My Department is working with the Housing Executive to begin implementation of 18 of the 20 proposals set out in the December 2020 Consultation Outcome Report on “A Fundamental Review of Social Housing Allocations”. I have requested further work to be carried out and alternatives considered for Proposals 7 (the removal of Intimidation Points from the Housing Selection Scheme) and 9 (the removal of Interim Accommodation Points). Implementation will be carried out using a 3 phased approach. The Housing Executive is currently progressing a number of proposals within Phase 1 of the Review. Proposal 1 (an independent, tenure-neutral housing advice service) has been implemented. Proposals 5 (a greater choice of areas for all applicants for a social home), 15 (An applicant may receive two reasonable offers of accommodation) and 16 (social landlords may withdraw an offer of accommodation in specified circumstances) are in progress for completion by December 2022. The review of intimidation points is scheduled to complete in the third and final phase.
