Question:
To ask the Minister for Infrastructure whether he will bring forward proposals to make the cycle lanes on the Ormeau Embankment mandatory, rather than optional, thus freeing them from parked cars.

Answer:
The existing cycle lanes along the Ormeau Embankment are mandatory. The Cycle Routes Order (Northern Ireland) 2008 prohibits any vehicle other than a cycle to enter, proceed or wait in these cycle lanes.
The Traffic Management (Northern Ireland) Order 2005 gives the Department the power to issue Penalty Charge Notices (PCNs) when a vehicle is detected parked on a legislated Mandatory Cycle Lane. My Department has programmed enforcement in this area in an attempt to change inconsiderate parking behaviour.
