Question:
To ask the Minister of Finance whether developers can begin construction work, at their own risk, before they have been granted plan approval from Building Control.

Answer:
The Building Regulations do not prevent developers from commencing construction work at their own risk prior to their plans being passed by the district Council. Failure to provide notification to the district Council prior to commencement of work or to submit a plans application where required, however, would be a contravention of the Building Regulations.
