Question:
To ask the Minister of Finance to detail the action she is taking to ensure Building Regulations are updated to include energy efficiency and retrofitting standards that includes both Energy Performance Certificate and Building Energy Rating systems.

Answer:

My Department is progressing its response to consultation on energy efficiency and related parts of the building regulations which ran from 26th July to 15 December 2023, for publication early next year. This considers relevant metrics and will inform subsequent uplifts to energy efficiency standards.

A comprehensive fitness review of Energy Performance Certificates is currently being undertaken by the Ministry of Housing, Communities and Local Government with support from the Department of Energy Security and Net Zero, the outcomes of which are anticipated to be applicable here.
