Question:
To ask the Minister for Infrastructure whether his Department is considering introducing no idling zones outside schools in order to reduce air pollution.

Answer:
Legislation under the Motor Vehicles (Construction and Use) Regulations (Northern Ireland) 1999 sets out when the driver of a vehicle should stop an engine while stationary for the prevention of noise or exhaust emissions. The Highway Code also states that drivers must not leave a vehicle engine running unnecessarily while stationary on a public road. Enforcement of the Regulations is a matter for the PSNI.
I recognise the impact vehicle idling can have on air pollution, especially outside of schools. I welcome the steps being taken by some local district councils through the 'Engine Off, Prevent the Cough' campaign, supported by the Department of Agriculture, Environment and Rural Affairs through the Local Air Quality Monitoring grant, which aims to educate the public about the impact of keeping their engines running while waiting in and around schools.
