Question: To ask the First Minister and deputy First Minister for an update on funding for the Troubles Permanent Disablement Payment Scheme.
Answer:
As of week commencing 24 March 2025, there have been 1,993 applications determined as recommended for payment, resulting in over £83 million paid to eligible applicants since the Scheme opened for applications. 1,031 applications have been determined as not eligible for payment. The position of the Executive remains, that the Scheme, which was designed and legislated for by the Westminster Government, goes further than originally intended by the Executive and that not enough consideration was given to the potential impact on the Executive’s budget. The Finance Minister continues to progress financial discussions with the Westminster Government in the context of their funding responsibilities for the Scheme. On 12 April 2021 the then First Minister, deputy First Minister and Finance Minister provided an undertaking to the Court that payments will be made to successful applicants under the Scheme. The undertaking provides reassurance and confidence that payments will be made when they fall due under the terms of the Scheme, regardless of where the funding comes from.
