To ask the First Minister and deputy First Minister if their Department stipulated a preference for Local Change Fund allocations going to groups based in Northern Ireland.

Answer:

The Letters of Offer between TEO and Councils required Councils to adhere to the ‘Core Components of Local Grant Schemes’ in the design and administration of local change funds. These core components defined “eligible applicants” as “CVS organisations formally constituted and legally able to operate in Northern Ireland, and whose primary operations and/or beneficiaries are within the specific local council area to which they are making an application.”
