Question:
To ask the Minister of Finance, following HM Treasury's Green Book Review 2025, whether he will implement a similar update to appraisals in his Department to enable the more effective assessment of place-based interventions such as the (i) roll out of a national retrofit programme; or (ii) placement of new build developments.

Answer:
My officials have been liaising with their Treasury counterparts on the Green Book Review and I understand that Treasury intends to publish the updated Green Book early in 2026.
The Green Book is the foundation of my Department’s economic appraisal guidance. If there are any updates to the Green Book that could be applied here to aid more effective assessments, including those relating to place-based interventions, my officials will consult with colleagues in other departments when considering the implications for appraisal guidance here.
