To ask the Minister of Finance whether he will consider establishing an independent tribunal or disputes resolution service for leaseholders to challenge service charges without needing to go through the courts.

Answer:

The detailed scoping report to which I referred in the answer to AQW 28755 contains an assessment of leaseholder protections in these jurisdictions. Those differences will form part of the consideration of any future policy development on this issue.
