Question: To ask the Minister of Finance to detail the amount received by the Executive in Barnett Consequentials arising from uplifts to Research and Development spending in England announced by the UK Government, in each of the last five financial years.
Answer:
The Executive received £14.833 million of net Barnett consequentials arising from changes to Research and Development spending in England in the last five financial years. This includes increased consequentials of £17.263 million from spending uplifts and reduced consequentials of £2.430 million from spending reductions. The Executive also received Barnett consequentials from previous Spending Reviews. However, as these are based on departmental outcomes and are not broken down by individual measure, we cannot identify the detail of the Barnett consequentials received. Barnett consequentials are unhypothecated. As such, it is a matter for the Executive to agree how this funding will be allocated considering all competing priorities. The following table sets out the Research and Development related consequential received outside of Spending Reviews.
