Question:
To ask the Minister for Infrastructure to detail any measures she is taking to ensure the Ballynahinch Bypass scheme can progress in compliance with provisions of the Climate Change Act (Northern Ireland) 2022.

Answer:

On 12th March 2025 I announced the next steps in the progression of the Ballynahinch bypass scheme.

The A5 judgement was extremely detailed and was the first legal test for the Climate Change Act and the Climate Action Plan – something every department will now have to deal with the outworkings of.

We are working through the judgement and it is too soon to conclude on its impact to wider infrastructure projects.
