Question:
To ask the Minister of Agriculture, Environment and Rural Affairs to outline what role local councils play in monitoring the welfare of therapy or emotional-support animals.

Answer:
Local councils are responsible for enforcing animal welfare legislation in relation to companion animals. They have full autonomy in determining how best to deliver the animal welfare service; any related queries should be directed to them. Animal welfare concerns should be reported promptly to the relevant agency for investigation and enforcement action as necessary.
