Question:
To ask the Minister of Education, pursuant to AQW 30308/22-27, whether there are any actions arising from the Review on the Use of Temporary and Substitute Teachers requiring additional resources that he will deliver in this financial year.

Answer:
In responding to AQW 26998/22-27 and AQW 30308/22-27 I explained that a detailed assessment of the recommendations from the Review on the Use of Temporary and Substitute Teachers had been jointly carried out with the trade unions.
Recommendations from all of the eight completed workforce reviews which (i) have been actioned; and (ii) require additional resources have been deposited in the Assembly Library.
In reaching agreement on pay in April 2025 the Northern Ireland Teaching Council (NITC) and Management Side of the Teachers’ Negotiating Committee (TNC) negotiated a Heads of Agreement which form the agreed basis on which teachers’ and school leaders’ workload issues will be addressed going forward.
It was also agreed that an independent review panel would be established to undertake a review of teacher workload issues.
The independent review panel was established on 1 May 2025.
In addition to examining all aspects of teacher workload the independent review panel will be monitoring progress with the implementation of a series of agreed workload commitments that were part of the April 2025 pay settlement.
The focus of TNC is to address and implement the workload commitments detailed in the Heads of Agreement.
