Question:
To ask the Minister for Infrastructure to detail how her Department determines the timing for pedestrians crossing at road crossings, over the timing for vehicles.

Answer:
The calculation of signal timings requires the consideration of a range of factors including:
the number of various vehicular and pedestrian movements to be facilitated.
the most efficient means of combining conflicting and non-conflicting movements into a sequence (known as a cycle).
The allocated time within a cycle to the various movements so that the overall cycle time matches that of nearby junctions to facilitate coordination.
Determining the length of periods between conflicting movements (known as intergreens) to ensure the safe passage of vehicular and pedestrian traffic.
Other factors such as road geometry, traffic volumes, traffic speed.
More detailed information is available in Chapter 6 of the Traffic Signs Manual.
