Question: To ask the Minister for Infrastructure to detail any formal protocols in place to control the level of the River Quoile, in anticipation of heavy rain over the winter.
Answer:
The water level in the Quoile River varies naturally with rainfall and tidal conditions. There are no formal protocols or infrastructure to actively control river levels in advance of heavy rainfall, given that the Quoile Barrier at Hare Island operates automatically via gravity-hinged flap gates that close under water pressure during high tides to prevent tidal inflow and reopen as tides fall to allow fluvial discharge. Whilst it is critical for preventing tidal flooding in Downpatrick and surrounding areas, the barrier is not designed to significantly reduce river levels proactively. To help reduce the impact of flooding during periods of adverse weather, Rivers operational staff undertake proactive maintenance of drainage infrastructure while actively monitoring river levels in real time through our network of hydrometric stations across the Downpatrick catchment. The Quoile Barrier is regularly checked to ensure maximum discharge during tidal windows, and temporary pumping is deployed as required. These combined efforts help keep designated watercourses and drainage infrastructure flowing freely and prevent flooding in many areas.
