Question:
To ask the Minister for Infrastructure whether the proposed Graduated Driver Licensing restrictions will apply to individuals who already hold a provisional driving licence, prior to the commencement date of the new scheme.

Answer:

There will be a 6-month transitional period after GDL is introduced. Learners with a provisional licence entitlement to drive a category B vehicle that commenced before 1st October 2026 and who pass the practical driving test by 1st April 2027, will be subject to existing restrictions, ie a 45mph speed limit and display of an amber R plate for 12 months.

However, if such a learner does not pass a practical driving test by 1st April 2027, they will then be subject to GDL scheme rules.
