Question:
To ask the Minister of Education to detail (i) who is represented on the task and finish group for restraint and seclusion; and (ii) the dates of any meetings, since the group was established in July 2025.
Answer:
Invitations to the join the Restraint and Seclusion Task and Finish Group were issued to selected relevant stakeholders in November 2024, and the first meeting of those who accepted the invitation was held in December 2024. (i) Membership of Restraint and Seclusion Task and Finish Group is as follows: Hill Croft School Clarawood School Lakewood School Brownlow Integrated College Belfast Boys Model School Tullygally Primary School Castle Gardens Primary School (withdrew from the group on the 29 August 2025 due to competing priorities and time constraints) Loughshore EOTAS Treetops EOTAS Education Authority Northern Ireland Commissioner for Children and Young People (Resigned from the group on the 13 August 2025) Children’s Law Centre (Resigned from the group on the 13 August 2025) Public Health Agency (PHA) Royal College of Nursing (Resigned from the group on the 27 February 2025) (ii) The Restraint and Seclusion Task and Finish Group met on the following dates: 5 December 2024 – initial meeting. 9 January 2025 – meeting between DE officials and education representatives from the Task and Finish Group. 20 February 2025 – meeting between DE officials, education representatives from the Task and Finish Group, NICCY, and CLC. 10 April 2025 – full meeting of the Task and Finish Group. PHA did not attend. 16 June 2025 – DE officials convened a health and education multi-agency workshop, which included the Task and Finish Group, along with wider stakeholders.
