Question:
To ask the Minister for Communities, following the Minister for Infrastructure's statement on Developer Contributions for Wastewater Infrastructure on 18 March 2026, to detail any impact this will have on the ability of housing associations to be able to afford to build homes under the new Housing Association Grant terms.

Answer:

The Minister for Infrastructure’s statement advised that developer contributions for wastewater infrastructure would be voluntary.

The Total Cost Indicators Benchmarking system which is used to establish Housing Association Grant reflects actual costs incurred by the sector. The Department will continue to monitor the costs submitted by Housing Associations.
