Question:
To ask the Minister for Infrastructure to detail (i) whether her Department has received any reports of technical issues, affecting the integration between parking payment applications and traffic warden enforcement devices; and (ii) any steps she is taking to ensure motorists, who have made valid digital payments, are not incorrectly issued Penalty Charge Notices.

Answer:
I am aware of the Member’s recent experience with the issuing of an incorrect Penalty Charge Notice (PCN). A review of the incident has determined that this was due to human error and not a technical fault with the system. Officials have advised that they are working to cancel the PCN that was issued in error and a response will issue to the Member in due course.
My Department has not identified any technical issues affecting the integration between the parking payment application and Traffic Attendants’ (TA) handheld devices.
The cashless payment service continues to operate as expected.
I can confirm that there are robust daily system checks in place to ensure that the interface between the cashless app and the TA handheld devices operates correctly. These daily checks enable any issues to be quickly identified, and remedial actions put in place.
The Department has processes in place through the statutory challenge and appeals framework to ensure that PCNs are cancelled where evidence confirms a valid payment was in place.
More broadly, the Department continues to work closely with its contractors and service providers to ensure system reliability.
