Question:
To ask the Minister for the Economy to detail (i) each action, contained in the Energy Strategy Action Plan 2025, that has not been delivered; and (ii) the reasons for each delay.

Answer:
The Energy Strategy Action Plan Report for 2025, published at the end of May 2026, provides a comprehensive update on progress against all actions scheduled for delivery in 2025. This fulfils the commitment set out in the Energy Strategy – The Path to Net Zero Energy (2021) to publish annual action plan reports.
The reasons for any delays are clearly set out within the published Report, which is available at Energy Strategy the Path to Net Zero Energy - Action Plan Report 2025.
For completeness, further context is provided below in relation to AP3, AP16 and RO4.
Action 3
DAERA will consult on changes to the environmental assessment process for offshore wind projects to include strategic compensation measures and the use of a Marine Recovery Fund.
Partially achieved Action included in 2026 Action Plan
Delivery was impacted by the need to undertake additional preconsultation engagement with stakeholders.
Action 16
DfC will publish a consultation on a new Fuel Poverty Energy Efficiency Scheme by Q4 2025.
Not achieved. Action included in 2026 Action Plan
Action 16 was delayed because the Executive’s Warm Healthy Homes Strategy was not published until February 2026. It moved into the 2026 Energy Strategy Action Plan and was completed in May 2026 with the launch of the DfC Warm Healthy Homes Fund consultation.
Rollover Action 4
DfE will identify areas for potential development of offshore renewable energy for the North. This work is continuing into 2025.
This action has been delayed due to the need to seek specialist environmental legal advice
