Question:
To ask the Minister of Agriculture, Environment and Rural Affairs for an update on his actions to address sewage pollution.

Answer:
The actions that my Department is taking to strengthen regulation and enforcement of sewage and wastewater pollution were outlined in my Assembly statement of 3 March 2026 and I am grateful for this opportunity to update members on progress with these initiatives.
I am pleased to advise that the Fisheries, Aquaculture and Water Environment Bill will be introduced to the Assembly next week. This offers the opportunity to ensure there is an effective enforcement regime with a consistent approach to offences leading to pollution of the water environment.
I am seeking agreement to identify the Belfast Lough Shellfish Water Protected Area as a sensitive area under the Urban Waste Water Treatment Regulations (Northern Ireland) 2007. This will require more stringent treatment of wastewater discharges affecting the area and its catchment.
I am also seeking agreement to withdraw from the 2007 Statement of Regulatory Principles and Intent with Northern Ireland Water, ensuring a level regulatory playing field for all organisations and individuals impacting our water environment.
My officials are working with Northern Ireland Water on a number of wastewater regulatory reforms to improve compliance performance and reporting. This includes the roll-out of Event Duration Monitors to provide real-time performance data, and a move towards unannounced sampling of wastewater treatment works from January 2027.
Strengthening regulation and enforcement is essential if we are to maintain public confidence and deliver clean, healthy water for everyone. My officials are progressing a comprehensive programme to review discharge consents and enhance monitoring and reporting.
