Question:
To ask the Minister for Infrastructure, when a planning application is refused by a local council and subsequently appealed, to detail (i) how objections and representations, made during the original application, are carried forward into the appeals process; (ii) the opportunities available for residents to make further representations; and (iii) how residents are notified of, and can participate in, appeal proceedings.

Answer:
Where a planning application is refused by a council and subsequently appealed to the Planning Appeals Commission (PAC), the appeal is considered independently by the Commission. Information on the PAC’s policies, procedures and appeals processes are set out on their website – www.pacni.gov.uk
