Question:
To ask the Minister of the Environment if a new start-up business can stagger the payment of a planning application fee when the application is for a change of use.

Answer:
Regulation 3 of the Planning (Fees) Regulations (NI) 2005 requires that where an application for planning permission or approval of reserved matters is made to the Department, a fee for that application will be paid in accordance with the provisions of the Regulations. There is no provision within the current legislation to stagger the payment of a planning application fee for a change of use application or any other application.
