Motion Amendment TextLeave out all after ‘caused by’ and insert: ‘a flawed system of government created by the Belfast Agreement, which entrenches division, incentivises veto and paralysis, and requires the participation of parties opposed to the continued existence of Northern Ireland; believes that the Executive model has demonstrably failed to deliver effective government; and calls on the Secretary of State to move towards a form of devolution which retains the Northern Ireland Assembly’s legislative and scrutiny functions, removes the mandatory coalition Executive, and provides for governance in which decision-making is subject to rigorous Assembly oversight, thereby maximising local democratic accountability while ensuring stable and effective administration.’
