Small-Scale Green Energy Bill
The Chairperson (Dr Archibald): Correspondence has been received from the Bill's sponsor, John O'Dowd, clarifying that the Bill only allows for a major electricity provider to be defined by its market share but does not set the market share at 5%. It is the intention of the Bill's sponsor to table an amendment at Consideration Stage to clarify that. A response from Action Renewables to a request for written submissions will be included as part of the written submissions. Action Renewables suggests that the Bill is premature and that legislating in advance of the energy strategy without consideration of renewable energy support in the round could result in a suboptimal outcome. A RaISe paper on the Bill is in members' packs. RaISe will present the paper to the Committee on 17 November. As the paper is detailed, it has been included in this week's pack to allow members time to consider it before 17 November. There is a copy of the Hansard report of the Committee meeting on 20 October. That is for members to note at this stage.
