‘current budgetary pressures have arisen due to the persistent cuts to the resource budget by the British Government between 2010 and 2015; expresses concern about the impact that this prolonged reduction in spending power will have on the sick and the vulnerable; and calls on the Executive to enter into immediate negotiations with the British Government to ensure that the resource budget is inflation proofed against further cuts.’

‘due to the impact of Welfare Reform penalties and other issues; believes that having to make such a significant adjustment to the Budget in-year through the June Monitoring Round has already demonstrated the problems associated with making major budgetary changes in the middle of a financial year; and calls on the Executive to develop a strategic budget for 2015-16 which makes a realistic and informed assessment of the financial pressures on all public services in Northern Ireland.’

‘; and calls on the Executive to immediately develop a new Programme for Government and a comprehensive annual budget process which provides a transparent breakdown of the allocation and expenditure of resources according to the degree to which they support essential frontline services; and further calls on the Executive to negotiate with the Coalition Government to establish a review which assesses the case for the devolution of fiscal powers to the Northern Ireland Assembly and identifies further powers that would improve the financial accountability of the Executive.’
