‘recognises that the Windsor Framework remains essential in protecting Northern Ireland from the worst impacts of Brexit, while acknowledging ongoing challenges, particularly for small and medium-sized businesses moving goods; further notes the issues outlined by the Northern Ireland Scrutiny Committee in the governance arrangements of the Framework; notes the negative impacts of EU exit in relation to cross-border services trade and other areas not covered by the Windsor Framework; highlights the underexplored opportunities for greater Northern Ireland representation on outstanding issues, including via Article 14(b) of the Northern Ireland Protocol/Windsor Framework, the opening of an European Commission office in Belfast and representation in the EU Parliament; expresses concern that the opportunities provided by dual-market access have not been fully realised or promoted by the Executive; agrees that the forthcoming Irish Presidency of the EU Council provides a timely opportunity to strengthen Northern Ireland’s voice within the operation of the Windsor Framework and to maximise the economic and social benefits of dual-market access; and calls on the First Minister and deputy First Minister to work jointly with the UK Government, Irish Government and the European Commission to ensure that Northern Ireland’s interests are clearly represented and advanced during this period.’

‘Brexit, which the majority of people here opposed in the 2016 EU referendum; believes that our long-term future will be best served by rejoining the EU; notes that EU leaders have guaranteed that Northern Ireland will resume full membership of the EU in the event of a united Ireland; acknowledges that the Windsor Framework provides a pragmatic way to manage the new trading realities which now exist, has prevented a hard border on the island of Ireland, has protected the integrity of our peace settlement, and secured dual market access for businesses in this region; calls on the EU and UK Government to continue to work towards solutions on behalf of all business sectors within the current Windsor Framework and to ensure that power sharing institutions and all relevant stakeholders are fully and democratically involved in the successful implementation of the Windsor Framework.’
