‘regrets the human rights concerns that have led to the Irish Government’s decision not to cooperate with the Independent Commission for Reconciliation and Information Recovery; notes the pain and trauma caused to victims, survivors and their families by the failure to create a fit-for-purpose legacy system; welcomes the progressive commitments outlined in The Legacy of the Troubles: A Joint Framework between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of Ireland September 2025 and the establishment of the Troubles Legacy Liaison Unit within An Garda Síochána; and calls on the UK Government and the Irish Government to fulfil their responsibility to create a fully human rights compliant and properly funded legacy system that can command the confidence of victims, survivors and veterans, based around the principles of promoting reconciliation, upholding the rule of law and delivering truth and justice in a fair and equal manner.’
