To ask the Minister of Agriculture, Environment and Rural Affairs whether, in preparing the revised Operational Protocol, consideration has been given to the principles behind the approach of nutrient neutrality in England and Wales, that have been upheld by the Court of Appeal in England and Wales, which allows projects to come forward as long as they do not lead to any increase in nutrient loading in designated sites, even if those sites are in unfavourable status already.
