To ask the Minister of Agriculture, Environment and Rural Affairs, given the evidence in the Review of the 2019 Nutrient Action Programme Regulations, that there may be a case for lowering the 80 per cent grassland rule for derogated farms to allow farms to grow more of their own feed to reduce phosphorus loss, improve water quality and cut reliance on imported feed, to outline (i) why was this not addressed in the Public Consultation on the proposed Nutrients Action Programme for 2026-2029; and (ii) whether his Department will explore the potential impact of a more flexible derogation that includes clover and protein crops as part of the revised Nutrient Action Programme.
